Subject: [ARITH] Fixed lexical error on & and |

The parser used to skip a byte when parsing the & and | operators, testcase:

 $ dash -c 'echo $((7&1))'
 $ dash -c 'echo $((7& 1))'
 $ dash -c 'echo $((7&11))'
