Makefile: fix MAKEFLAGS tests with multiple flags
findstring is defined as $(findstring FIND,IN) so if multiple flags are set these tests do the wrong thing unless $(MAKEFLAGS) is the second argument. Signed-off-by: John Keeping <john@keeping.me.uk>
