Let makefile override the configfile location
Pass CGIT_CONFIG from makefile during build, to enable stuff like make CGIT_CONFIG=/var/cgit/cgit.conf Noticed by Kristian Høgsberg <krh@bitplanet.net> Signed-off-by: Lars Hjemli <hjemli@gmail.com>
