pounce 3.2

This release adds pass-through support for extended-monitor and
implements the draft read-marker specification. pounce now also
advertises the znc.in/self-message capability. Equals signs between
options and their values are now optional.

This release also fixes some server compatibility bugs, as well as
the -g flag.

The -A flag has been removed. The pounce-palaver utility and the
palaver option have been removed.
